We wish to dedicate this edition of the Western Separatist Papers to Bob Ward, who died on April 29th. Mr. Ward was known for many things, among which was his courageous lawsuit against former B.C. Premier Glenn Clark, who was found to have defamed Mr. Ward for his criticism of the fast ferry scheme in B.C. The decision was later overturned when the appeal court said that the defamation was protected by politician's privilege. Mr. Ward never gave up his willingness to speak up against corruption in government, despite this setback. He ran for the Western Canada Concept in the B.C. provincial election of 1996. All these things he did after having a heart transplant in 1994! We will keep the memory of his optimistic spirit with us!

One major expense that seems particularly pointless to Western Canadians is the cost of official bilingualism, especially in times when the West could benefit by keeping some of the monies paid in equalization to help the ranchers hurt by the BSE consequences, or farmers fighting the results of drought.
The following excerpts from an article entitled “Bilingualism bully” by Roy Clancy and published in the Calgary Sun of Wed, May 12, 2004 highlights some of the ridiculous effects of enforcing the Official Languages Act.
“She's here, she's there, Canada's language commissar is everywhere.
Official Languages Commissioner Dr. Dyane Adam, who never rests in her search to weed out linguistic laxity, is at it again.
“Yesterday, Adam turned her wrath on postal outlets in Alberta and Ontario, where apparently only half of those officially designated as bilingual made the grade.
“This is “quite serious,” scolded Adam.
“The organization Canadians for Language Fairness said au contraire, it is Adam's criticism that is unreasonable, because it ignores “demographics and market reality.”
“That's never stopped Adam, who has been unflinching in her efforts to enforce the Official Languages Act. . . . despite countless millions spent in the last three decades to promote official bilingualism, just 17.7% of Canadians admitted they were fully bilingual in the 2001 census, up from 12.8% in the 1941 census. . . . . there is something unsettling about the tone and fervour with which the languages commissioner zealously goes about her job. Why, she's even devoted some of her lavish budget to tongue-lashing private businesses that lease space in federal buildings for not doing their bit for bilingualism.
“Many Canadians were startled when Adam announced she was looking into allegedly anti-francophone remarks made by Don Cherry on Hockey Night in Canada. Cherry's so-called crime: Suggesting that the only players who wear protective eye visors are “French guys” and “Europeans.” Bad taste? Sure. Offensive? Quite possibly.
“But I'm still scratching my head about what Cherry's comments have to do with the Official Languages Commissioner.
“Cherry works for the CBC, which is publicly funded and therefore falls under her mandate, but what did his little tirade have to do with the official languages act?
At the time, news reports quoted an aide to Adam as saying: “There was no formal complaint filed here, but she has, on her own initiative, decided to investigate. She feels the allegations are serious enough.”
“She began her probe in February. Last week, Adam made headlines again when she revealed she wouldn't release the details of the investigation to the public.
“The Sun ran a story May 5 headlined “Commish won't make Cherry report public,” which drew a swift rebuke from Adam, who one alliteration-addicted wag in the newsroom describes as the “Lenin of linguistic lingo.”
“In a letter to the editor, which wasn't printed because it would have taken up the entire letters section, she wrote: “The article in question was critical of the fact that the Office of the Commissioner of Official Languages does not publicly release the results of investigations conducted pursuant to the Official Languages Act. There are very strong and compelling reasons why this is so, but let me state unequivocally that avoidance of public scrutiny and censorship are not among them.” . . . .
“Canadians will be more than eager to find out what business Adam had spending tax dollars on this trifling controversy. Cherry's no ballerina. He doesn't need any help defending himself, but actions like those of this bilingualism bully tend to have a chilling effect.

A recent book asks the question in the form of a novel, “What does it cost B.C. to be part of Canada?” The book contains the answers, but here is part of the answer, from the website promoting the book:
It all depends on where you live. Research by the respected Canadian Association for Business Economics in Ottawa, provides the answers.
These examples are for the 37 years between 1961 and 1997 (most recent data available, and converted to 1999 dollars). If you lived in Alberta, each person in that province paid an annual average of $2,103 more to the federal government than he received.
If you lived in Ontario, your yearly cost of being a Canadian, paid to the politicians in Ottawa, was $244, about 12% of the Albertan's cost. So much for the myth of Ontario carrying the whole country load. Each resident in mild B.C. had to fork over $111 each of those 37 years.
But big surprise! People in Quebec, the province often complaining about its cost of Canadian citizenship, didn't have to pay a cent to Ottawa. In fact, for every one of those years every person in that province received $814 more from Ottawa than they paid.
So if you're from the 2 western provinces, on average you pay $1,107 each year for the privilege of being part of Canada, while $814 of that money is directly returned to each Quebec resident. In Canada, the eastern politicians love to declare, every one is equal. There's no discrimination here. Unless you live in the West
That tax screwing is partly due to the costly bilingualism fraud, dreamed up by a small gang of Quebec agitators ranging from Trudeau to Chretien.
Their declared goal? “Force French on English-speaking Canadians.” In Canada, 97% of French-speakers live in one province, Quebec. Yet for the remaining 3%, a minority so small as to be meaningless, the rest of Canada has to put up with a very costly “bilingualism”. (In the 4 western provinces just 1/17th of 1% speaks only French, in Ontario it's 3/10th of 1%.) Some experts say that bilingualism costs Canada a minimum of $12 billion a year. That's over $400 of cost every year for every Canadian.

Rural Revolution seeds, take root across Ontario - Eastern Ontario Rural Convention
On Wednesday May 19 delegates from many Ontario Landowners Associations will meet to create and strengthen landowner associations across Eastern Ontario. This is symptomatic of a growing movement across Canada to strengthen the power of individuals in the face of government encroachment.
In addition to the ever increasing number of Ontario based landowner associations, the Rural revolution has received strong support from across the Country as the numbers of dissatisfied people grows. The rural revolution and their motto “This land is our land- Back off government” has struck a resounding chord with many people, who no longer accept escalating government intrusion and injustice into their lives and property. Using regulations and legislation, governments have confused the right of private property with the public's privilege, and promote collective responsibility over private individuals. Governments have overstepped their mandate and have crossed the line from good government, and into the private lives of citizens.
Rural people realize they must stand up and speak out to defend themselves and their neighbours. That they can no longer remain silent and expect unresponsive politicians and unaccountable bureaucrats to uphold their obligations and responsibilities and act in the best interests to protect rural people and our heritage. And creating Landowners associations affiliated with the LLA makes governments and bureaucrats responsive.
They say: “The united members of the L.L.A. and our affiliated associations are sending a clear-blunt message to all municipal, county, provincial and federal bureaucracies, that laws and regulations which restrict or abridge our freedoms of private property are unjust and will be severely resisted. Injustice against law abiding rural people will be met with powerful non-compliance, direct action and judicial means. The immigration debate is taking place throughout the world today. It may not be overtly on the agenda of many politicians, but is certainly simmering at the backs of the their minds and is taking a far more open position with many brave political commentators on the Internet and with ordinary citizens. The following excerpts are from an article entitled “How to Destroy America,” by Frosty Wooldridge, dated October 31, 2003, about an immigration overpopulation conference held in Washington DC with many credible attendees. The speech quoted therein has great application to Canada, and is reprinted for you to draw the parallels:
“During the conference, speaker after speaker astounded the audience with facts on how fast the present administration and congress continue dismantling the American Dream for average citizens. Later, a brilliant college professor named Victor Hansen Davis talked about his latest book, `MEXIFORNIA', explaining how immigration, both legal and illegal, was destroying the entire State of California. He said it would march across the country until it destroyed all vestiges of the American Dream.
“Moments later, former Colorado Governor Richard D. Lamm, stood up and gave a stunning speech on how to destroy America. This writer sat in the audience spellbound by the eight methods for destruction of the United States.
“He said, `If you believe that America is too smug, too self-satisfied, too rich, then let's destroy America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall, and that, “An autopsy of history would show that all great nations commit suicide.' `Here is how they do it,' Lamm said. `Turn America into a bilingual or multilingual and bicultural country. History shows that no nation can survive the tension, conflict and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar Seymour Lipset put it this way, “The histories of bilingual and bicultural societies that do not assimilate are histories of turmoil, tension and tragedy. Canada, Belgium, Malaysia, Lebanon-all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons and Corsicans.'
“Lamm went on, `Invent multiculturalism and encourage immigrants to maintain their own culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due to prejudice and discrimination by the majority. Every other explanation is out of bounds.'
“`We could make the United States an Hispanic Quebec without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the ATLANTIC MONTHLY recently: “The apparent success of our own multi-ethnic and multi-cultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentrically and what it meant to be an America, we are left with only tolerance and pluralism to hold us together.'
Lamm said, `I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have various cultural sub-groups living in America reinforcing their differences rather than as Americans, emphasizing their similarities.'
“`Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school.'
“`My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of <M>Victimology. I would get all minorities to think their lack of success was the fault of the majority. I would start a grievance industry blaming all minority failure on the majority population.'
“`My sixth plan for America's downfall would include dual citizenship and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other-that is, when they are not killing each other. A diverse, peaceful or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks: “The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A common enemy Persia threatened their liberty.'
“`Yet, all these bonds were not strong enough to overcome two factors. Local patriotism and geographical conditions that nurtured political divisions. Greece fell. In that historical reality, if we put the emphasis on the pluribus instead of the unum, we can balkanize America as surely as Kosovo.'
“`Next to last, I would place all subjects off limits-make it taboo to talk about anything against the cult of `diversity'. I would find a word similar to `heretic' in the 16th century-that stopped discussion and paralyzed thinking. Words like `racist' or `xenophobe' halt discussion and debate.'
“`Having made America a bilingual--bicultural country, having established multiculturalism, having the large foundations fund the doctrine of Victimology', I would next make it impossible to enforce our immigration laws. I would develop a mantra: “That because immigration has been good for America, it must ALWAYS be good. I would make every individual immigrant sympatric and ignore the cumulative impact of millions of them.'
“In the last minute of his speech, Governor Lamm wiped his brow. The profound silence allowed me to hear my heart beating. Finally, he said, `Lastly, I would censor Victor Hanson Davis's book `MEXIFORNIA'. His book is dangerous. It exposes the plan to destroy America. If you feel America deserves to be destroyed, don't read that book.'
“There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference. Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today. . . .
“It reminded me of George Orwell's book, `1984'. In that story, three slogans are engraved in the Ministry of Truth building: `War is peace,' `Freedom is slavery,' and `Ignorance is strength.' I sat there as one of the most patriotic Americans I know, Governor Lamm, walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy, is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially the American Dream.” [end of excerpts]

A Poignant Example
There is a debate raging which proves Canada is suicidal at least at the official level. Along with same sex marriage there is now a debate about how many immigrants with HIV should be allowed into Canada. What benefit will even one of them bring? The burdens of health care are enormous for aids patients. We have enough of our own who are already citizens. It may no longer be even possible to identify the high risk life style which promotes this disease in our politically correct society.
Now we are told last year “we welcomed nearly 3 times as many HIV positive immigrants as the year before. Rarely is an aids-infected person rejected. Only 13% of those infected were rejected on the grounds they would pose a burden on the health care system. In reporting the facts the National Post of May 19 was careful to quote an immigration lawyer David Cohen solemnly intoning that it was “a fair debate” as to “acceptable risk.”
The rationale for inviting or needing immigrants to Canada at all is their contribution to the economy, or “multiculturalism.” (The latter term is never defined, therefore in quotes.) But what is the life expectancy of a person infected? How long are they likely to remain healthy? How can their sexual behaviours be monitored to prevent spreading the infection to others in a free and democratic society? The mandatory reporting of other sexually transmitted diseases does not apply to HIV. Won't this lead to national apprehension about all immigrants from areas of high HIV infection?
Canada is not the only country which has lost its moral compass. Americans now see the spectacle of their lawmakers possessed of knowledge of photographs of state-sanctioned crimes so terrible they cannot let the public see them. In a so-called democracy why shouldn't the people know about horrible misconduct done in their name?
Even the greatest nations can fall into corruption. New nations with a new moral vision need to emerge. Smaller nations can be unique and morally cohesive with a defined moral code.
The example of Japan comes to mind, or Switzerland. These are unique cases, but each new country could be a unique and homogeneous within itself experiment in social, economic and political development, rather than the one size fits all democracy as America defines and models. The attempt to impose it in Iraq or the British attempt to impose it on India, though equally noble in motivation is doomed to failure. Differences exist and that is why multiculturalism in the end is an amorphous failure, grey at best, and blood red with conflict at worst.
On the very same day as the National Post reports the welcoming reception of Immigration Canada to persons infected with HIV, a story is hidden on page A3 of the Times Colonist. (It didn't make the National Post.) about Adrien Nduwayo, a man described in the story as “a black man, 5 feet 10 inches tall, weighing 160 pounds.” How long was this man a Canadian? Was he infected when he entered Canada? These are legitimate questions because there is a warrant for his arrest because he is accused of knowingly infecting 5 women from Coquitlam, Burnaby, Surrey and Langley. He has disappeared. Canada Customs and Immigration and the Minister of the same, is detaining Ernst Zundel without criminal charges, for assaulting no one, because of his alleged association with others, and spends millions to do so. Mr. Nduwayo has now been found, but how many more people have been infected? And how many more will stand to be infected with this kind of immigration policy? Such are Canada's priorities. But we are not supposed to discuss immigration in polite society, except to cheer.
As another Liberal election approaches, we once again see a commitment to pour another $400 million into the tar ponds in Sydney, Nova Scotia. So much for the Maritime vote! Now a health centre for Winnipeg should get them Manitoba. What can they do for Alberta? Appoint a senator and perhaps nationalize oil to conserve it under the Kyoto Accord? Oh yes, and a little more cash to veterans to celebrate D-Day. Not many left, anyway.
The foreign policy of Canada seems to be, we are nice people, a miniature nice America. We do good works in Afghanistan, Haiti, Rwanda, Cyprus, Bosnia and the Middle East. We support the united Nations and welcome immigrants. All very well, but what does this do for the poor, hard-working tax payers of Western Canada? The politicians and bureaucrats benefit immensely, but what about us and our homes and children?
