From the Editor:

Double Standard Irony

A recent edition of the Victoria Times-Colonist carried two articles in its front section that demonstrate more than anything the primacy of phony issues in the Quebec referendum debate.

In one article, reporting on Louis Farrakhan's Million Man march on Washington, is a description of the speakers and performers at the rally, including that "Maya Angelou read a poem urging the crowd to do right by itself and `save your race.'" In other descriptions, we read: "Louis Farrakhan's Million Man March called together black men for a day of praying, singing and reveling in racial unity." Farrakhan is quoted as urging the crowd: "Black man, you don't have to bash white people...All you got to do is go back home and turn our communities into productive places. All you have to do is go back home and make our communities a decent and safe place to live."

Meanwhile, in Quebec, Lucien Bouchard was and is trying to do just that, for Quebeckers, and for that he was attacked as both racist and sexist. All he did was "[argue] that endless constitutional quarrels have prevented Quebeckers from solving everyday problems, such as the need for more support for women raising children. `Do you think it makes sense that we have so few children in Quebec?' he said. `We're one of the white races that has fewest children, that's really something. That suggests we haven't solved our family problems.'"

Bouchard was of course, attacked for his comments. In defence of them, Parizeau said, "If you're asking whether the majority of the population is rather white in the face, while other members of the same population are of other colors, I will say yes indeed."

So what makes it right that Farrakhan can say what he does, without the slightest murmur of "racist," while Bouchard must be lambasted — and be seen to be lambasted by everyone who's anyone — throughout the land, for that particular infamy?

It certainly is not because that's a real issue in Quebec, any more than it's a real issue anywhere else. No, it's because of the fear attached to the "racist" epithet, the manipulation of the perception of popularity, and the media's cowardly adherence to what is politically desirable. Logical consistency has nothing to do with it. If the "yes" side can win against all this it will be a miracle indeed.

To Quebec from a Western Separatist

Sitting here in Western Canada, just days away from the Quebec referendum, I envy you in Quebec. Not for knowing how to play the Canadian system so long and so well, to your advantage and our disadvantage. Not for the fact that your vote occupies the consciousness of the country, from the shivering and shaking boardrooms of banks and big companies, to back rooms of politicians who hate anything unexpected, to the coffee shop emotionalism, the living room media propagandization and the classroom debating of the rest of us. Not for the concerted efforts by Canadians in the rest of Canada to find a way to demonstrate that you matter to them (even more than reason would dictate.)

I envy you because you have a choice. And everyone takes as a given and accepted premise that you are entitled to a choice. There is really not much debate about the fact that you are allowed to say "yes" or "no" to Canada, and all that involves. Sure, your politicians on both sides will lie to you about the consequences of your choice, but still you have that choice.

We don't. We in Western Canada are expected to accept that we are indentured to this country, love it or hate it. And once again we notice the double standard that applies to Quebec and the remainder of the country. Your language and culture are supposed to make it natural that you should have the choice to leave the country, regardless of the consequences to anyone else.

I feel very sad; yesterday I had an argument with a man who wrote a great article about how inevitable it is that Quebec will eventually form an independent nation. But when confronted with the same possibility for the west, he couldn't even conceive that we too should have a choice. He only repeated that he "loves" Canada and maybe western separatism would happen "a hundred years from now." To him, there is no unifying culture, no sense of nation in the west that could make the overwhelming economic reasons for western separatism palatable. Then too, he told me he "loved Toronto."

I hope there are not so many such as he, in Quebec on referendum day!

The person who wrote the article likened Quebec to a baby about to be born; he said, "If the day of birth doesn't happen naturally, as in the referendum Oct. 30, it will happen later by caesarean section. Obstetricians and economists should both be in agreement -- a difficult and overdue Quebec situation becomes increasingly unhealthy. Better a natural birth when both mom and babe are healthy than an operation when both birthing participants are weak and traumatized."

It Quebec is a baby about to be born, the West is more like a child adopted by the wrong family, weakened by rejection and disappointment. But are we so insecure that we would stick with our abusive parent Canada, rather than break away and attempt to do things for ourselves?

What really saddens me is that it is taken for granted that the young people of Quebec have a chance to chose their future, but the young men and women of the west are expected to remain like slaves without a hope of freedom, attached to the suicide Canada is making for them. Quebec take your pick; but Western Canada wake up and get the same choice for yourselves.

To Quebec I say, for the sake of your own self-respect, grasp the opportunity of independence. Show the nay-sayers who say quite rightfully that you've become too dependent upon the funds of the rest of Canada, especially the West.

Show the doom purveyors that they are wrong. Grow up and show us all...and especially, show Western Canada what it means to plunge into the unknown, take the wonderful possibility of freedom seriously. For it is true that if the West has its flaw in not feeling enough cultural unity, your flaw is just as real and could be just as fatal, that of leaning too hard, economically, on us. I hope that you will look that weakness straight in the eye and make your choice despite it. Your strength will give us courage to do the same for ourselves.

I pray that the yes side wins, for the sake of Western Canada. I want a breakthrough for our own aspirations.

Quebec could give us the gift that just might be worth everything they have taken from us over the years...and it has been much... that we see by their example it is possible to remake old, mistaken boundaries successfully. Simply paraphrasing Lucien Bouchard yesterday, "There is no magic in a piece of paper called a passport. We can have our own passports."

So could we.

Freedom's Voice

The following was written by Gary Smith of Hythe, Alberta, and is provided for your thoughtful consideration.

Declaration of the Independence of Western Canada

From time to time throughout history groups of people who have been joined together by political and national bonds have found it necessary to dissolve that union when conditions have become such that to retain those bonds results in gross inequality towards one part of that society. When they do so it is important that they declare to the world why they are dissolving their bonds with an existing country and claiming the right of nationhood for their own.

People, by their very humanity, are granted the fundamental freedom to live their lives as they see fit, providing they exercise the responsibility that in so doing they do no harm to any other person. In order to protect and clarify this right and responsibility people have formed governments and empowered them to oversee the operation of their society. However, being imperfect creations, governments have inevitably run to abuse of power, yet so long as they provide adequate freedom to their citizens, and avoid enslaving their subjects, people will rather put up with the abuse than tear down the system. Now, when government oversteps even that boundary then it is incumbent upon the people who are oppressed to stand up and resist that oppression, then, if the government will not respect that resistance and will instead continue or increase the oppression the people have no other choice but to remove themselves from the authority of that government and create a new and independent nation.

Ottawa and the Provincial Governments have for a long time treated the people of western Canada as less than their equals, but of late they have worsened their treatment of the west, and have ignored our just protests, and failed to give us our due rights as members of the same nation.

They have shown disregard and utter contempt for the founding documents of Canada, having passed many laws in violation of the British North-America Act, and the Charter of Rights and Freedoms.

They have destroyed the effectiveness of the Charter of Rights and Freedoms by inserting in it a "not withstanding" clause which allows any Canadian Federal or Provincial Government to override the express rights of the people at the whim of that government.

They have dictated an amending formula for the Constitution which is beyond the ability of the common people to activate.

They have placed Canada under the rule of the United Nations and have imposed and are attempting to impose UN laws, charters, and institutions upon our society without regard to the Constitution or to the traditional rights, beliefs, and institutions of the people of Western Canada.

They have illegally handed over the creation of Canadian money, and therefore control of Canada's monetary system and economy to private, foreign, and internationalist interests.

They have used the illegal monetary system to borrow money, resulting in an illegal national debt.

This illegal debt has been used to create high and unnecessary taxes, imposing a hard burden upon the people of the West.

They have instituted unconstitutional and therefore illegal direct federal taxes on income, and on goods and services, in clear violation of the BNA Act.

They have withheld and interfered with industrial development in the West in favour of the East, forcing upon us a dependency on resources alone for our economic security, instead of granting us the security of diversity in industry.

They have entered into trade agreements with foreign powers which are clearly not in our best interest, and were clearly so at the time of entering.

They have used these agreements and their illegal debt as excuses for manipulating the economy, land, water, and resources of the West, so that they are sold, given away, or transferred directly to foreign powers, internationalists, or the UN.

They have interfered with the native ability of Western Canadians to develop their own land and resources for themselves and their posterity.

They have attacked and are attacking the structure of society by instituting mandatory systems regulating or controlling education, welfare, and health care and removed the rights of the people to control and have freedom of choice over these areas by applying taxation so as to make the people disadvantaged or simply unable to pay for the system of their choice, and by restricting funding of these areas primarily to the governments, which then use this funding as a lever to control what is or is not allowed, and who has access to it.

They have disrupted, and are attempting to further disrupt and destroy the family; they have interfered with the natural rights of parents regarding their children, and they are legalizing the redefinition of the family so that the word becomes meaningless and the institution a hollow mockery of what it is meant to be by nature, the foundation stone of society itself.

They are changing the very nature of society in Western Canada by immigration policies which bring in vast numbers of people alien to Western society in terms of race, religion, language, customs, and creed, and by not allowing time for the assimilation of the native Westerners with the newcomers before forcing a new wave upon us.

They have given undue funding and power to minority groups that far exceeded what could be justified as needful to preserve the right of the minorities and groups to remain distinct.

They have instituted multicultural policies, and applied them, in such a way as to make it hard or impossible for members of the majority culture to work meaningfully for the government in its bureaucracies and they have expanded these bureaucracies to the point where they cannot function to serve Canada, but serve only to eat up its substance, the bulk of which is provided from the resources of the West.

They have controlled the press through such agencies as the CRTC and the Government funded CBC so as to make it hard or impossible for anyone not issuing the approved slant on the news to function.

They have instituted and used hate crime legislation so as to stifle freedom of thought and expression.

They have instituted secret Government agencies that are not answerable to the public that have the express purpose of spying on, and acting as agents provocateurs among, their fellow citizens.

They are continually introducing new legislation containing clauses which have as their aim the removal of all rights of life, liberty, security, protection against harassment by the government, the police, and the courts, including the right to keep and bear arms against oppression by criminals or the government, removal of the right not to incriminate one's self, and institute unusual and excessive powers of search and seizure.

They have conspired to change the meaning of a peace officer so as to allow themselves to use whomsoever they wish to function in a role by rights reserved for the police, including the use of foreign troops!

We have repeatedly brought our concerns to the attentions of our various governments who have ignored us or replied with haughty disregard and disrespect to our just petitions and demands. We have also expressed our concerns to our fellow citizens in central Canada, who have expresses some sympathy for our plight, but who have generally not been willing to help us achieve justice.

Therefore, it is declared to the world that all our bonds and ties with Canada are hereby broken, dissolved, and made null and void and of no effect and that from hence forth Western Canada will be and is an independent sovereign nation with its own government, its own people, and its own existence. We claim those rights due all other nations upon this earth, that of self-governance, self-existence, and the freedom to work out our own national destiny as we see fit.

A Separatist Speaks

by Douglas Christie

Go, Quebec Go!

While the multicultural conglomerate called Canada once again goes through its ritual dance with Quebec separatism, our bumper sticker "Go, Quebec, Go" has become very popular. The media, conscious as ever of finding new and more subtle ways of pleasing their federalist masters, see publicizing our views as a way to discredit the separatists of Quebec. Little do they realize that as on the referendum on the Charlottetown Accord, we are in touch with the vast majority of Western Canadians as we say, "Go, Quebec, Go!"

But all this is a diversion from the real social and political destruction of our society which is proceeding ever faster. I mean the two-pronged assault of our way of life made by unrealistic immigration and multiculturalism.

I was made all the more aware of this by the presence in court recently of the six or seven Vietnamese who were facing charges in the shooting death of Trevor McCallum who with his father after work was sitting having a donut in a coffee shop when they ran into a Vietnamese gang out for fun.

From the old news stories, I recall that some one of them blocked their vehicle from leaving and when they endeavoured to assert their right to leave, a very unequal struggle between an old white man and his son and a large number of Vietnamese was ended when one of the latter produced a loaded shot gun and shot Trevor McCallum in the heart from a short distance. As the father frantically tried to save his son, he hauled him into the van and someone tried to cut at him with a machete. The gang, it appeared, were looking for someone to shoot. The initiation rite was complete. They expected to escape unscathed. They nearly did, except for the fact that Mr. McCallum rammed their van with his truck. His son died later in his arms on the roadside. That was so long ago in 1994 that everyone but family members seem to have forgotten.

Now in September 1995, the five have been committed to stand trial on charges of second degree murder. We protect their rights with legal aid lawyers, some from Vancouver at considerable expense, no doubt. We ban discussion of the evidence which of course I will respect. I watch their faces as I sit in court one day. They are passive, inscrutable, and remote but totally emotionless. No fear exists as they walk around the halls of the court house. They are so sure of themselves outside the court room.

I wonder if I would feel so secure if I were to be charged with such an offence in Vietnam. I'm sure my trial would be over by now and of course Vietnam has the death penalty for such offences as murder. It does seem like a strange manslaughter to me. It seems to me the circumstances repeated here only from stories in the 1994 newspapers would indicate a plan to kill somebody, but maybe I'm only an ignorant person in this regard. Nevertheless I'm sure our well-paid legal aid lawyers will get them every available legal advantage.

As remarkable as it may seem, Canada still continues to import persons hostile to our way of life and dedicated to advancing their own tribe at an alarming rate. This process is motivated by those in high authority in Canada who hate our way of life and European Christian society generally. This is recounted in the book by Peter Brimelow, "Alien Nation" demonstrating the breakdown of the American way of life through similar cultural suicide through massive Third World immigration.

Watching the O.J. Simpson trial, it looks very much like the tables have been turned on white society at least in Los Angeles, and maybe in America as a whole. (When O.J. Simpson said he would spend the rest of his life looking for the person who murdered his wife, I wondered how he knew it would take that long.)

The common denominator between the local unpublished proceeding of some people accused of killing a local boy in Victoria and the O.J. Simpson trial is the deadly four-letter-word, "race." The Vietnamese are a tight, cohesive and totally ruthless group who seldom testify against each other. The O.J. Simpson jury were a tight cohesive group who were appealed to on the basis of race and the result was the acquittal for reasons apparently far-removed from the overwhelming evidence.

This may seem unrelated to Western separatism, but it really isn't. Canada with Quebec has always denied its Anglo-Saxon Celtic heritage to placate Quebec. Canada as it was has been divided and conquered by those who used the split between Quebec and the rest to their own political advantage. The Liberals under Pearson and Trudeau were masters of this game as was McKenzie King before them and they thereby ruled Canada for almost 50 years but Mulroney showed us the PCs could use the same winning strategy by upping the stakes a little with more separatists in the cabinet.

The essential lesson was that you bribe Quebec with what you extort form the rest of Canada by the threat of separatism while never actually condoning separatism, somewhat like the negotiator in a hostage taking. Quebec got cabinet posts, jobs, contracts for defence spending and constant increases in bilingualism because they thought of themselves as a people and voted as a block, either Liberal or conservative.

Now the stakes are really high for the federalist perennial Quebec Prime Minister. He must crush the monster his party created, but not kill it because he might need it again later.

In this way, any identity and culture of English Canada has been constantly compromised for Canadian unity. This is the way we have sold our soul to please Quebec to pretend to keep a country that never was.

With Quebec gone, we could be free to escape the clutches of the multicultural horde which everyday grows stronger within our borders. I don't want to abandon my son to the tender mercies of that heartless Vietnamese gang or some other gang whose view of him and his culture and heritage will be equally brutal and overbearing.

The Canadian government has shown its intention to totally ignore the cultural survival of Western Canada to submerge in a sea of immigration which will change our collective face. Much as some of these are very nice and worthy people they have a culture and identity which will be to us what we were to the Indians, if we allow it. They will destroy us. This we must not allow.

We don't need immigration for any real growth. Immigration will destroy both our culture and our environment as we receive an increased pressure on our land to accommodate housing and cities. We must realize that the long term interest of our people is not accomplished by selling our land and our birthright for a pile of ready cash. Money turns to dust in our hands in the end. Western Canada deserves more from us and our people deserve a better future than as a cultural curiosity in a book on archeology. Everything we value is founded on Christian principles and these too are disappearing as we accommodate other "faiths" and leave our own behind. This can only hasten our disintegration.

It's time to build the nation in the west which will be the bastion of our language and culture, the hope of our survival as a people where our identity will be secure for as we look around nowhere else is this more possible. You can be sure our enemies know this as well.

The ironic thing is that Quebec and its culture which has been essentially Christian and European is being attacked in the same way as we are, and multiculturalism is the same weapon. How can the right thinking traditionalists and Catholics of Quebec rationally support Canada which legalizes public funded abortion on demand to the ninth month, which floods them with non-Christian immigrants and which relegates Christianity to the equivalent of voodoo by its human rights laws.

So we say with all good will to Quebec, yes, to separation so that two strong cultures may be free to be themselves in a society true to their language and culture, without apology. The mega states USSR, Yugoslavia, Czechoslovakia, are no more.

Canada was neither strong nor great because of its size. Its tolerance, its greatest boast was its downfall. We must realize that the strength of a nation is in the clarity of its central philosophy and the orderly unity of purpose of its people. Culture and nationalism are the only way to enjoy a true personality and to build an enduring character. Western Canada has a long way to go but it is time to get on the right road. We can see the disaster that Canada has become.

"Our Home or Native Land?" by Mel Smith

The essential thing about Mel Smith's book is that it discredits the creation of special status based on race. The ghettoization for which Canada is famous, under the guise of a cultural mosaic, is being seen for what it is, a prelude to fragmentation. The cost of native land claims and native self-government is staggering, especially on the debt-ridden bankrupt economy of Canada.

We are sleep-walking over a precipice and Mr. Smith is giving us a wake-up call. He precisely details the erros and the costs. He identifies our weak and venal politicians and says where they go wrong. There is a duty by every Western Canadian who thinks Canada means "equal rights for all" to read this book.

Only with Western separatism and the renunciation and repudiation of these odious agreements, can a sane and equal society be recreated. Canada has saddled itself with an impossible problem in its Indian policy, just as it has in so many other areas, for example the debt and relations with Quebec. Only a fool could say after reading this book that there is any other solution but separation.

The book can be purchased for $20 from the WCC. Send your cheque or money order to: WCC, 810 Courtney Street, Victoria, B.C. V8W 1C4, specifying that you wish a copy of "Our Home and Native Land" by Mel Smith.

Coming Next Month: A Draft Constitution for Western Canada

Hello, my name is Gary, and I am the person responsible for this Constitution of Western Canada. I'd like to take this opportunity to explain what I'm trying to do here. As you know Canada is in deep trouble, and not likely to survive much longer, regardless of what happens with the upcoming Quebec referendum. You also know that there is much talk out there about all the problems besetting our provinces, our country, and even our planet, but how many times do you find anyone trying to find a solution?

Well, about a year and a half ago I found one man, Doug Christie, who was trying to do something.

Doug was and is working to organize people into a political movement capable of stepping into the breech and bringing Western Canada through the collapse as an organized, independent, and free country. As I see it, when the collapse comes, which it will anyway, we must be ready to act, to do this we will have to have power, to do that we will have to have numbers, and how do we get numbers? We don't do it by rehashing the problems, there is only so much depression and hopelessness people will take, and we can't do it by trying to recruit first then work on the problems, people want answers not mobs.

So, what we are left with is that we MUST provide the answers, and then the people will come. But they must be complete answers, not just principles and aims, but complete details of what peoples rights are, what their responsibilities are, and how they will and won't be governed, and what will protect them from the government. In short a Constitution!

What I want to happen with this is to have a discussion start among our members which will take this first draft I'm presenting here and end up in a finished Constitution which we will then bind ourselves to as a party. When that happens we are then in a position to go to the public and say "You know that this is wrong, that is wrong, everything else is wrong, and here is what the WCC will do about it. Join us, work to make us the government, then help us to attain independence from Canada, and we WILL implement this Constitution and we will have the type of Country that WE want, and the type of government that WE want, one that reflects WESTERN values, beliefs, and institutions".

Neither Doug nor I nor any other party member can single-handedly make this work. If we want a Republic, then we all have a stake in this. If it is only up to Doug or me or whoever then we have a dictatorship. We are moving into one right now as we see how Canada is going to pot, and that is what people seem to want the least these days. So here is the plan. I want every member of the party to take the time to read this document and think about it. Then I want feedback. Remember, this is meant to be the impetus to get the ball rolling, not the final product. I can't change this and make it more effective unless I here from you. If we all work together we will produce something worthwhile, AND, we will draw closer as a party as we work towards a common goal, FREEDOM!!!

From the Western Canada Concept Mailbag

Our Own Web Page

The Western Canada Concept now has its own page on the Internet's World Wide Web. It is at: http://www.ftcnet.com/~wcc/wcc.html and it contains the basic WCC brochure, a membership form that can be downloaded, filled in and returned to us, "The Western Separatist Library" which now contains about a year and a half worth of back issues of the Western Separatist Papers, and will eventually contain much, much more, a section where people can send us comments and suggestions, and — under construction — a history of the WCC section, and an upcoming dates and events section.

We are very grateful to Bernard Klatt of Fairway Technology Centre in the Okanagan and to Shane Ryan who did all the work on it. It's great that this means of reaching new people is now available to us.
