This question can only be answered by the people of Western Canada, as they campaign for a referendum on Independence, as they achieve it and establish the principles upon which the majority wish it to be founded. The Western Canada Concept exists primarily to get that right for Western Canadians. Presumably, there would exist the same mixture of so-called "right" wing and "left" wing political parties as there does right now in provincial politics in Canada. The primary difference would be that for the first time, Western Canadians would not be sending their resources down the pipeline to Ottawa to pay for the dictates of the Ontario/Quebec majority. Western Canadians would decide their own future!
